Vysočina Region is one of fourteen regional administrative units in the Czech Republic.
Its advantageous location on the D1 Motorway midway between Prague and Brno/Vienna, pristine
living environment, rich cultural and historical heritage make it a great place

Government of the Vysočina Region is aware of the huge potential of our region and its people. Therefore,
our Development Strategy tries to find new ways of putting this potential to good use. One of the
avenues towards further development of the Vysočina Region contained in the
Strategy is attracting new investors to come to our region.

should help us get information about our region across to you, investors. This
printed version of the Catalogue comes from a database
set up and
regularly updated by the Government of the Vysočina Region. The searchable
database is posted on the official web site of the Vysočina Region www.kr-vysocina.cz.
The Catalogue contains basic facts and figures
about the Vysočina Region followed by the main part – database of
municipalities and opportunities for new investment the municipalities are
offering. The closing pages feature several industrial parks in the region.

Municipality’s strengths (reasons why to place your
investment here):
The town is an
important tourist centre of nation-wide (European) importance. The attendance
of the town is estimated to 300 thousands of persons/year. The aim of the town
is to increase attendance of the town even out of main season, which requires
investments into the activities that will fulfil visitor´s time spent in the
town. There should predominate the orientation to the culture and congress
tourism in the offer. No common hall is situated in the town which lacks a lot
and which is necessary for organisation of the social, business, and cultural
meetings.
Forward-looking are
the investments into the accommodation and boarding facilities in the form of
the historical structures reconstruction, optionally by construction of the new
ones. Totally insufficient for now is the offer of the sport possibilities
during the stay in the town (aqua centre etc.).
Unnecessary for the
well-balanced development of the town (seasonal working opportunities) is
besides the orientation to the tourism the development of other production
branches. The town concluded the Cooperation Agreements with the owners of
following unused industrial buildings in the town:
Building LIRA
(Mlýnská street 13, in the ownership of Motorpal a.s. (Plc.) – 1000 m²,
light industry, textile industry
Building MALÍRNA (Na
Posvátné street 181, owner Crystalex Nový Bor) – 2100 m², dtto
Building “ČSAD”
(Radkovská street 252, owner ICOM Jihlava) – production premises of total area
18 000 m², production halls c. 2900 m², administrative building 2 x
600 m², engineering, furniture industry etc.
Cultural
centre of the region, some of the cultural activities of the nation-wide
importance take place here (“French-Czech music academy”, “Holiday in Telč”).
The
meaning of the town as a tourist center has not been fully appreciated so far
and its importance will definitely grow in the future.

Vocational school - economics course
Telč is an internationally renowned tourist destination. Since 1970 Telč has been an urban historical conservation area, since 1992 it has been on the list of UNESCO World Cultural Heritage.
During the year Telč hosts many cultural festivals, some of them international. So far Telč has failed to take benefit from its entire tourist potential. In the future Telč’s importance as a tourist destination is certain to grow. To fill up gaps in tourist-oriented services in Telč some new investments in accommodation facilities including health care, spa and training-related services. So far Telč has been lagging behind in its offer of sporting facilities (e.g. there is no swimming pool).
The international renown of Telč can be extremely useful in running
corporate presentations and product promotions. The Town Council would like to
see new small industrial facilities being built (light industry, electrical
engineering), which would generate new employment opportunities for people
living in and around Telč.

Třebíč has enough free land for
developing new housing developments. The Town Council gradually equips this
land with utilities. Currently the Town Council co-finances the construction of
80 apartments. Naturally, a lot of private-funded building is under way in

BAŠTÍNOV INDUSTRIAL PARK

1) Bref Description:
Baštínov Industrial Park is on a slight slope
facing south. In the middle of the northern part of the park is a hill sloping
eastward and westward.
.
2) Transport:
Baštínov Industrial Park is directly connected to the III/03811 road leading from Havlíčkův Brod to Šlapánov. The construction of an overpass of this road is in a preparatory phase. The overpass represents the first part of a southeasterly bypass of Havlíčkův Brod. After it is completed, the whole industrial area of the town will be easily accessible. The construction has been given a land developing permission whose validity has been extended by the resolution ref. .ÚP/255/00/Je of April 3, 2000. The project is ready to start, the land has already been bought in, the project is also listed in the investment scheme of the Ministry of Transport. This road connects to the I/38 road which serves as an access road to the D1 Motorway.
3) Connection to the engineering services
Gas conduit
The connection
points to STL gas conduit DN 110 of maximal demand of 500 m³/h are
prepared at one of the boundaries of the plot.
Water conduit
The connection
points of water conduit PVC 160 of maximal demand of 20 l/s are prepared at one
of the boundaries of the plot. The price is 21,09 CZK/m³.
Sewerageage
The outlet of the sewerage is
possible to perform by draining sewage or industrial water off with the help of
collector to ČOV or after its re-treatment into the near Šlapanka stream. This
solution will be a part of the second phase of the construction fastening up
the sewerage outlet of the local area called Mírovka, which is located c. 500 m
southeast from the industrial zone Baštínov. The supposed term of realisation
is the second half of the year 2001. The price is 13,30 CZK/m³.
Electric energy
There are two tower
transformer stations of 22/0,4 kV built at the one of the boundaries of the
plot of the total power input of 1 MVA (connected from upper mains VN 22 kV).

nad prenštejnem and its industrial park
Bystřice nad Pernštejnem is a historical center of the Bystřicko
Microregion located in the southeastern corner of the Bohemian-Moravian
Highlands with Brno some 50 kilometers away. Bystřice nad Pernštejnem spreads
along the Bystřice River – a right-bank tributary of the Svratka River. It is
500 to 580 meters above the sea level. Bystřice nad Pernštejnem whose population is slightly over 10,000 has
a long tradition in industry production. The priorities contained in the town’s
development strategy include
support to further development of high-tech industries and at the same time
protection of the environment.
1) Brief description
The rate of unemployment in Bystřice nad
Pernštejnem and its surroundings has shown intermediate growth during the last
years and it outnumbers the Czech Republic average as well as district Žďár nad
Sázavou average. It is mainly therefore that the second voting season is, besides
the apartments construction, creation of new working opportunities is the main
priority of the town vestry. The basic source of new jobs is undoubtedly new
industry placed in the upcoming industrial zone.
Industrial zone of the town Bystřice nad Pernštejnem
has got total volume of 60 hectares, when more than 40 hectares of it is
already in the ownership of the town and the first 13 hectares are nowadays
completely provided with engineering services so that it is prepared to
immediate investment. Interest of the town in the investors acquirement is
being demonstrated the most significantly in the price offered for the plots
which does not exceed 100 CZK/m2
The town offers maximal help with arrangements
of all administrative operations whose need will emerge in relation with the
preparation and realisation of the investment. The town is further able to
offer, in case of an investor interest, a plot for a long-term lease or provide
any other service resulting from the specific needs and requests of investor.
2) Traffic
infrastructure
The distance to the D1 motorway is 35 km. There
goes the II/150 road through the town.
Railroad siding is placed in the location.
3) Engineering
services
Water, gas, telephone lines even sewerage are
brought here in the sufficient amount and capacity to the boarding of this
plot, the way of connection to the electric energy inlet will depend on input
requested by the investor.
In case the
location of the plot of the particular investor, with regard to the mouth of
engineering services, will be less advantageous for the investor, the town will
bound itself to use a part of the income from the purchase price for the
engineering services construction according to individual needs of investor.

Over the past years the unemployment figures in Bystřice nad Pernštejnem and the surrounding region have been climbing steadily and in the long
run they have stayed both above the Czech Republic average and the average in
the District of Žďár nad Sázavou. Therefore, aside from
construction of new housing the Town Council has been pursuing already for its
second term in office its long-term priority – creation of new job
opportunities. One of the avenues toward lower unemployment are undoubtedly new
production facilities placed in the Industrial Park.
The Industrial Park in Bystřice nad Pernštejnem has
an area of approx. 60 hectares. More than 40 hectares of land is already owned by the Town Council of which 13 hectares has all the utilities that you need and is ready for your
investment. Water, gas, phone and sewage infrastructure has sufficient capacity
and are accessible on the edge of the site. Parameters of power supply
infrastructure will be adjusted according to the needs of a concrete investor.
The fact how much the Town Council cares for investors is reflected in
the selling price of the land which should in any case stay below 100 CZK/m2. Should a investor have difficulty accessing utility supply lines from
his portion of land, the Town Council will guarantee to use part of the money
the investor pays for the land for adjusting utility lines to suit the
investor’s needs. Investors can also use the land on long-term leasehold.
The Town Council is ready to meet any other specific requirements and
needs an investor might have.

Jihlava’s economic prosperity depends very much on high-quality infrastructure, abundance of highly-skilled workforce, stable entrepreneurial environment just like its overall image. Currently, the Town Council is working on several important projects aimed at improving all aspects of life in Jihlava.
One of the most important projects is the development of a new
industrial site north of Jihlava which has taken off with construction of
entire technical and transport infrastructure.
Another dynamic project consists in developing new housing. For the time
being there are four new housing development projects. Recently a home for
senior citizens with 42 apartments was completed.
A third major investment is the construction of a new municipal swimming
pool Water Paradise.

1) Description
Currently,
the Town Council of Jihlava is implementing the project aimed at developing
free land for industrial use – D1 Industrial Park. The Town
Council offers a total of 31,5 hectares of land in the site 1 of the park. This land is
just being equipped with utilities. The site consists of
three individual 6
– 12 hectare portions that can be divided into smaller 3 – 5 parts. The location of individual portions of land can be seen on the
aerial view below. Another 9,5 hectares of land in the site 2 of
the park is in private ownership. The end of 2001 will build new infrastructure
here so that this land can be used for investors.
Acreage of already built-up plots is 6 ha.
Total area of the industrial zone is
therefore 47 ha, when 41 ha are still available.
D1 Industrial Park is located
north of Jihlava in close proximity of the D1
Motorway. The park is next to the existing industrial area containing the following
companies: Moravské kovárny, Swotes, Tesla, Kronospan and some smaller
businesses.
The whole area of the park is
according to valid territorial plan dedicated for the industrial construction.

complementation of infrastructure realisation connected right to the motorway
D1, which will become important transport way.

with heavy traffic.

1) Brief description
The town Kamenice nad Lipou considers in its
territorial plan of residential formation the areas to be advantageous for
industrial development. This is the question of locality at the southern part
of the district where two companies are situated with industrial production.
Area, which will be able to use for built-up of
technical infrastructure is 4 up to 5 hectares large. The total area for the
placement of the capacities is 11,7 hectares. Nowadays, some of the plots are
sold to two of the parties concerned in the area where the technical
infrastructure is being built. The vestry stated the purchase price of the
plots equipped with engineering services to the amount of 245 CZK/m2.
Area of intended industrial manufacture should come
out of the tradition; possibilities of the zone (energy, traffic, engineering
services, environment) and it will also depend on the activity of dominant
investor – Edscha Bohemia (production of components for automotive industry).
2) Technical and traffic infrastructure
The engineering
services and roads are being built-up. This is the question of construction
structures: road, terrain modifications, water conduit, wastewater sewerage,
storm sewerage, public lighting, gas conduit, and wiring of electric wiring
distribution.

road of first class in the location, which goes along the back boarding of
industrial zone, however construction of direct connection was not permitted.
The access is
possible for now on the III/4094 road and II/409, which is going through the
town. The connection to the I/34 road is 1,5 km long. The distance to the
motorway is 35 km.
The town is expecting interest of other investors and
offers free areas under certain conditions. Further particulars to the
potential parties concerned will be given by the town mayor or by construction
department of the town authority.

Gabrielka Industrial Park – land mapping
In its Land Master Plan the town of Kamenice nad Lipou
outlines a new area for industrial production. The area is located in the
southern outskirts of Kamenice nad Lipou and it already contains two industrial
companies. Tylex Company has had a long tradition in Kamenice, the other
company – Edscha Bohemia - is currently experiencing dynamic expansion.

The town Pelhřimov has been building
the industrial zone Lhotka since end of the year 1994.
The land is included in the approved
Land Master Plan. This is the question of area c. 32 ha large, which is in the
ownership of the town. The intent of expansion of the whole zone of c. 15 ha is
being negotiated these days.
12 companies operate here
they employ 400 workers. Some other structures are under construction.
The town has got a request in its evidence
for c. 3,5 ha of land. About 17 ha has been sold until today.
At the present time, there are
negotiations in progress about adding to the park another 15 ha of land.

Since late
1994 the Town Council of Pelhřimov has been developing Lhotka Industrial Park.
Lhotka Industrial Park represents an area of 32 hectares of land owned by the
Town Council. The Town Council has been gradually investing in complete
preparation of the site for future investors. To date the Town Council has
managed to sell a total of 17 hectares to 12 companies employing a total of 400
people. Construction of several other facilities is just under way. Up to now
the Town Council has invested in the park approx. 26 million CZK. In 1999 the
Town Council of Pelhřimov has been granted support from the Program of Support
for Greenfields run by the Ministry of Industry and Trade. At present there is
a demand for another 3.5 hectares of land.

Hrotovická Industrial Park Třebíč

Currently,
the Town Council of Třebíč is developing a new industrial park located on the
outskirts of Třebíč.
1) Brief description
According to the land master
plan, the plots are determined for manufacturing activities (areas for
industry, capacity warehouses, premises of agricultural production, bigger
handicrafts workshops etc.) and any special environment protection regulations
are not related here. The total area of he industrial zone is approximately 11
hectares and it slightly slopes northwards. The intent of the town is to
prepare the locality for industrial construction on lets say “green meadow”
i.e. build up technical infrastructure in the locality. Particular requests of
the potential investors can be considered as a matter of course during the
infrastructure construction.
The
total area of Hrotovická Industrial Park is approx. 14 hectares. The site,
located on a slight slope facing north, is conveniently accessible from the
town center. Hrotovická Industrial Park is surrounded with land free of any
special environmental protection regulations.
2) Traffic infrastructure
Service of the
industrial zone will be ensured from the public II/351 road. Locality is
situated nearby the I/23 road (Brno - Náměšť nad Oslavou - Třebíč - Telč -
Jindřichův Hradec – České Budějovice), on which is the long distance traffic
concentrated in the direction from South Moravia via South Bohemia and II/360
road (Velké Meziříčí - Třebíč - Jaroměřice nad Rokytnou – Moravské Budějovice),
which provides the connection of the town to the D1 motorway that is connecting
Prague and Brno.
A train station is
placed nearby the planned industrial zone (line No. 240) leading from Brno via
Třebíč and Jihlava and terminating in Havlíčkův Brod).
A small light aircraft airport is nearby.

Good accessibility by road – Hrotovická
Industrial Park is accessible by a Class II road. It is just round the corner
from a bypass around Třebíč, currently under reconstruction, including an
overpass of I/23.

The site can be easily linked up with the
existing infrastructure nearby.

Homogeneous conditions – the whole park is a
greenfield site.
Spinal
service road of the locality will be constructed upright to Hrotovická street
and will divide the zone into 2 parts (3,5 and 7,5 ha).
Pedestrian zones are being proposed around a part of the pedestrian
zone. That will be the question of the pavements 1,5 and 2,4 m wide.
To provide
accessibility of the zone by public transport there will be the inlet bus
stations built up in both directions of Hrotovická street. They will be
connected to the area of industrial zone by a pavement.
3) Engineering services
The industrial zone will be
connected to any necessary infrastructure. The spinal distributions of
sewerage, water, gas, electric energy, and telephone will be built up in the
locality. The communicational connection of the zone will be further
constructed to the II/351 road inclusive of its necessary extension of branch
traffic lanes, bus stations, and spinal service road including pavements,
parking lots, and public lighting.
Water conduit
A tap from the water supply conduit will ensure
the drinkable water supply of the locality. Water main will have DN 200
profile, capacity 312 m3/day.

Sewerage system
The locality will be decanalized by
a separable sewerage.
Wastewater and storm sewerage system
will be built up along the spinal road. Wastewater sewerage has been drafted in
the profile DN 300 and storm sewerage in DN 800.

The locality will be
supplied from current main DN 300 leading along Hrotovická street. Capacity
1.728 m3/day
Electric energy
One distribution
transforming station of 22/0,4 kV (630 kVA) will be built up in the first phase
at the north boarding close to the entry into the locality. The spinal main NN
will be further constructed. Input: up to 5 MW or 630 kW.

INVESTMENT PROMOTION PROJECT
OF THE TOWN COUNCIL OF ŽĎÁR NAD SÁZAVOU
JAMSKÁ INDUSTRIAL PARK

1) Brief decription
Preparation of the area
of Jamská street for the construction of industrial structures has already been
commenced. The town vestry decided to gain a part of the land to resulting 10
hectares of plots within active approach to new investors and it was also
decided to make an effort to invest these plots by investment services in
accordance with financial potentiality of the town. The area chosen is
naturally connected to current production potential and its technical
infrastructure. Estimated deadline is 12/2003.
The industrial zone
Jamská is situated between I/37 state road which is situated southwest and
III/354 21 state road at southeast. The northwest boarding of the area is
formed of proposed road connecting Brněnská and Jamská street. The southeast
part of area is being closed by railway Žďár nad Sázavou - Tišnov.
Total area: 304 169 m2
Concept of solution
Total concept of solution
and gradual progress when industrial zone is taken into operation is divided
into 2 realisation stages in such way that convenient conditions are made for
realisation of investment entities of smaller and greater investors:
a) The 1st
stage includes bigger part of the area of total 226 803 m2 along III/354 21 road (Jamská) leading from
premises of company Siebe to the proposed central road right to the railway.
b) The 2nd
phase is connecting the central road by transport with future inner city
circuit and it makes the residual plots more accessible at both sides of
service road. It is also counted with connection of circuit road with Brněnská
street which will leas along railway lane so that it lightens the traffic load
of the town when developing the industrial zone Jamská.
2)
Traffic infrastructure
Newly proposed technical
infrastructure comes out of current conditions as well as it uses possibility
given by newly proposed feeder roads. Global solution is especially stated by virtue of creation of a new traffic skeleton, which is temporarily
resuming to current traffic system of the town assigned by course of state
roads.
It is
prospectively assumed that the industrial zone will be directly accessible from
both inner and outer road circle. Besides building road system suitably
connected to the town traffic system, it is also necessary to group both
underground and over ground networks in corridors. Those corridors are
considered to divide as less as possible free land dedicated for coming area
built up by industrial objects.
Some of
current main routes of engineering services are from the point of view of
future utilization of the land led inconveniently and it will be necessary to
solve its contingent relaying.
The spin of the
whole industrial zone will be central service road on which particular rising
industrial premises will be able to connect. It is proposed to lay down main
engineering services parallel with spinal road equipped with connected points
for future users.
The Project
Jamská Industrial Park is located between the I/37
road in the southwest and the III/354 21 road in the northeast. The
northwesterly edge of the area is formed by a planned road leading between
Brněnská Street and Jamská Street. The southeasterly edge of the area borders a
railroad line leading from Žďár nad Sázavou to Tišnov.
The plan to gradually extend Jamská Industrial
Park consists of two stages so that it can provide the right kind of
environment for placing both small and large-scale investors.
a) Stage I contains a greater part of the area
along the III/354 21 road (Jamská) stretching from the Siebe production
facility to the planned central road to the railroad.
b) Stage II will provide transport connection
between the central road and the planned inner city bypass. This stage will
also provide access to the remaining parts of the area located on both sides of
the central road. The stage II should also provide solutions to heavy traffic
by connecting the central road to Brněnská Street alongside the railroad line.
The plan to build new infrastructure is based on
the existing conditions and takes advantage of the potential provided by newly
projected utility systems. The project consists in creating a new transport
system connected provisionally to the existing transport system based on state
roads.
One of the objectives is to make the park directly
accessible both from the inner and outer bypass around Žďár nad Sázavou. Aside
from building a transport system connected the best way possible to the town’s
transport system, it will be necessary
to group underground and surface supply lines into corridors. These corridors
are planned in such a way so that they bypass and not disrupt where possible
the available land ready for future industrial development. In the past some
infrastructure was placed in a way that does not suit the objectives of the
project. Therefore, this infrastructure will have to be removed.
The central road should form the backbone of Jamská Industrial Park. Individual industrial facilities
will be easy to connect to this road. Parallel to the road main infrastructure
lines will be placed including connection points for future investors.
